Major anti-junta forces in Myanmar have formed the Steering Council for the Emergence of a Federal Democratic Union (SCEF), uniting the National Unity Government (NUG), the Committee Representing Pyidaungsu Hluttaw (CRPH), and four ethnic armed organizations. Announced on March 30, this coalition brings together the Karen National Union (KNU), Karenni National Progressive Party (KNPP), Chin National Front (CNF), and Kachin Independence Organization (KIO) to coordinate military and political efforts. The move signals a push for unified action against military rule, aiming to dismantle authoritarianism and build a federal union.

Roots in Decades of Ethnic Strife and Post-Coup Resistance

Ethnic armed organizations have long fought for autonomy in Myanmar's border regions, where the central military has imposed control through decades of conflict. The 2021 military coup galvanized a nationwide resistance, with the NUG emerging as a shadow government representing elected lawmakers and civil society. The CRPH, drawing from the ousted parliament, provides legislative legitimacy, while the joining EAOs represent key ethnic communities in Karen, Karenni, Chin, and Kachin states. This SCEF formation builds on prior alliances like the National Unity Consultative Council but excludes groups such as the Arakan Army, Shan, Mon, and Pa-O organizations, highlighting persistent challenges in achieving full unity.

Three Pillars Anchor Coalition's Framework

The SCEF rests on representation from states and federal units, EAOs and the public, and women, ensuring diverse voices shape decisions. Collective leadership will guide political choices, incorporating views from EAOs, democratic forces, women's groups, and public representatives. Members commit to a "one policy, one strategy" approach, respecting differences while coordinating military and political activities with accountability. Shared sovereignty divides power between a federal government and states, placing all armed forces under civilian control.

Vision Targets Junta's End and New Constitutional Order

Core objectives include abolishing the junta-backed 2008 Constitution and drafting a federal democratic replacement acceptable to all stakeholders. The coalition seeks early revolutionary victory, a transitional government, justice for conflict victims, and fair judicial processes during transition. By balancing military, political, and administrative efforts with allies, SCEF aims to reshape Myanmar's political landscape, ending military dictatorships and establishing a union where power resides with the people.
